Arrests Are Not Convictions
An arrest documents custody based on probable cause. A conviction follows a guilty plea or verdict in court. Between those points, the County Attorney may decline, change, or replace charges; a judge may dismiss a count; and a trial may end in acquittal. The initial booking allegation therefore cannot be used as shorthand for a final Washington County criminal judgment.

Washington County No Record Results
An NSP “No Record” response does not certify that no arrest ever occurred. The Patrol's official explanation identifies three gaps: the person was not fingerprinted, the arresting agency did not send the fingerprint card, or the arrest occurred outside Nebraska. Only felony fingerprint submissions are universally required. A recent event may also not have completed the path from booking to repository.
For self-review, save the NSP report and identify the disputed cycle, date, and agency. Obtain the matching Washington County court disposition, then contact the NSP Criminal Identification Division about the correction route. If a qualifying nonconviction should be nonpublic under Neb. Rev. Stat. §29-3523, preserve proof of dismissal, acquittal, or no filing. A set-aside order under §29-2264 can add important status, but it does not erase the historical record.
Washington County Arrest Access Limits
The Nebraska Public Records Act generally permits inspection and copies during ordinary office hours, with allowed actual costs. Section 84-712.05 permits withholding in stated categories, including some active investigative details and protected personal information. Juvenile data, victim or minor identities, medical screening, jail security classifications, and sealed material may be restricted.
